Contracting authorities: Trøndelag county (50%), Trondheim municipality (25%) and Stjørdal municipality (25%). Stjørdal municipality is the formal contract party who signs the contract. The contracting authorities intend to enter into an agreement with Proneo AS for the function as The Norwegian Defence Coordinator Trøndelag. The assignment shall be carried out personally by Jens Christian Junge. The Defence Coordinator shall strengthen cooperation between the Norwegian Armed Forces, the municipalities, the county, the business sector and other relevant actors. The role requires solid defence professional experience, good knowledge of Trøndelag and an established contact network in and around the Norwegian Armed Forces. Junge has long management experience from the Norwegian Armed Forces and the Intelligence Service. He was head of Trøndelag Heimevernsdistrikt 12 and Værnes garrison from 2020 to 2024, and has had the function as Defense Coordinator Trøndelag since autumn 2024. The contracting authorities have assessed whether the need can be met through an ordinary competition. After a completed market survey, no other relevant persons or supplier environments have been found that together have the necessary combination of experience, regional knowledge, network and continuity from the start of the agreement period. The contracting authorities therefore believe that the function must be safeguarded by Jens Christian Junge and intends to enter into a contract with Proneo AS after the deadline for the intention notice has expired. Proneo AS will be the contract party and will be responsible for the practical and administrative conditions surrounding the contract. This includes i.a. the formal connection of Junge, invoicing and the ongoing administrative follow-up. The professional delivery and the actual function of the defence coordinator shall be carried out by Junge personally.
